I cannot connect my Android mobile phone to a PC

To connect your Android device to your computer, follow these steps:
Please make sure the USB debugging is enabled. Please go to “Settings” -> “Applications” -> “Development” and enable USB debugging option.
Connect the Android device to the computer via the USB cable.
Check the notification message: Tap the top status bar (the USB icon in the upper-left corner), and drag the status bar down. Another way to get the notifications press the menu button and click on “Notifications”.
Tap the USB connected notification.
Tap the Mount button.
Then a removable drive will appear on your PC.
The computer will recognize the phone’s internal and external memory as removable devices. You can use Windows Explorer, My computer or your favorite file manager to transfer files.
To disconnect the device click on “Turn off Storage” button in the notification menu.
